Add mappings to implementation bug URLs

The web-features-explorer site sometimes displays bug track URLs for features that are not implemented in browsers.
For now, this is done in the explorer site itself, by reading the impl_url fields that come from BCD.

It would be better if this data was mapped in this repo instead.
