[Part 2/3] Add generated changes for terraform upgrade

99% of the changes were done automatically as I performed the upgrade
across each version using commands like `terraform 0.12upgrade` and
`terraform 0.13upgrade`.

This commit was separated out because it was to make Part 1 more
reviewable.

However manual changes needed to be done
Only manual changes done:
- Removal of the references to the null_resource. We don't use the
  depends_id like the removed modules in part 1 did.
- `terraform state mv` all migrated resources from
  [wpt-servers](https://github.com/web-platform-tests/wpt.live/blob/67dc5976ccce2e64483f2028a35659d4d6e58891/infrastructure/web-platform-tests/main.tf#L69)
and
[cert-renewers](https://github.com/web-platform-tests/wpt.live/blob/67dc5976ccce2e64483f2028a35659d4d6e58891/infrastructure/web-platform-tests/main.tf#L139) to the resources now in compute.tf
