Api URL not served

Hello,

I am having issues setting up the admin server.
The main page seems to load, but relative URL's are not served. They fail with connection refused error.

Eg.: 9000/api/repositories -> Failed to load resource: net::ERR_CONNECTION_REFUSED

This happens both local and on remote server
