Users should be able to see canceled and failed crawl runs across all workflows.

Requirements

Add "Crawls" tab in the "Crawling" top-level section.

Context

Per #2875, we want to be able to view failed crawls without break our core product principle of archived items being crawls with WACZ files. One way we could potentially achieve this is by adding a "crawls" section under "Crawling" that displays all workflow runs.
