[Bug]: Action menu in orgs list can get clipped to table size

What did you expect to happen? What happened instead?

I expect the actions menu for orgs in the superadmin orgs list to always be fully visible.

If only a small number of orgs exist and the table isn't very large, the actions menu gets cut off.

Reproduction instructions

1. Spin up local instance with 1-2 orgs
2. Go to orgs list superadmin page
3. Open up Actions menu
