[Task]: Handle deleting items and collection

### Description

There should be additional handling when deleting collections with deduplication enabled, perhaps prevented altogether. If allowed, deduplication-enabled workflows and archived items should be updated to reflect that the collection referenced by `dedupeCollId` has been deleted, or `dedupeCollId` should be reset.
