CS-011 Remote QESeal creation #167

Various WE BUILD participants need to create qualified electronic seals (QESeals) over data, including QTSPs, wallet users, and PID/EAA Providers. This requires a common interface and protocol between:

• WP4-QTSP group
• seal creation application

The protocol should be similar to the protocol used for qualified electronic signature creation, but in the conformance specification, details regarding authentication and authorisation could be different.
