Add wrapper for UW CALIOP operator

We can still do this, but we need a special version of the IODA converter that reads both obs and simulated HDF files to create the matched IODA file.
A CALIOP obs file takes around 20 minutes on Derecho, I don't know whether JEDI can run faster.

It could be really nice to verify aerosol profiles using CALIOP.
Jerome prefers CRTM-based lidar operator so the question here is : does it worthy the efforts?
