Create "working/not-working" button

After user is logged in with gitlab in #15 we have to show a page where user can see two buttons: "working" and "not-working"

When a button is pressed we have to change the current state of the user in Kira.Accounts.Entities.User

Scope:

1. Web page and the controller
2. Command to change the user's state
3. Modifications to Kira.Accounts.Entities.User to store the state (default is working)
4. Integration tests that it works for both states
