Sub-task: Update Waltz server to expose min offset for every message type via API

Part of https://github.com/wepay/waltz/issues/13.
Once https://github.com/wepay/waltz/issues/15 is done, the Waltz server should be modified to expose per-partition low-watermark offsets by message type.
