Add Chains: Dragonfly Mainnet and Mantis Testnet #406

Hi,

I am part of the Hexapod Network (https://hexapod.network), a Swiss based PoA EVM chain with the Dragonfly mainnet and the Mantis testnet.

I would like to create a PR for adding the two chains. Is there any specific process to follow, or should we just open a new PR?
