Plugin like directory structure

Suggest to make a src/custom or src/plugin folder.

• I suggest adding a src/custom or src/plugin folder to the viem repository.
• The viem repository already has a celo folder in src, which I think is a great approach, as it adds an extra level of organization.
• Having a dedicated space like this will encourage the addition of custom features for different networks, making viem more widely used across the Web3 ecosystem.
• This could lead to more network-specific functionalities being added in a modular way, allowing viem to support a growing number of use cases and contribute to its widespread adoption.
