fallback transport ranking does not cleanup when is not used

Current Behavior

fallback transport ranking has no methods to enable/disable it when it's needed. It renders lifetime management impossible. It also makes client dangling in memory because of recursion in rankTransports

Expected Behavior

Would be great to have some methods to start/stop ranking on demand.
