Use hedged signatures by default

There is a recent push for hedged sigs in https://ethresear.ch/t/hedged-signatures-ftw/21757/3 and https://paulmillr.com/posts/deterministic-signatures/ because of elliptic.js CVE GHSA-vjh7-7g9h-fjfh which could have been prevented with hedged sigs.

We want to make hedged (non-deterministic) signatures default in ethereumjs-monorepo and micro-eth-signer. Would Viem be on board with this change after #3028 was merged? Any backwards compat risks we should consider? Perhaps you'll want to delay it until next major version?
