### What is the issue with the HTML Standard? https://github.com/w3c/csswg-drafts/pull/11836 added `:heading` and `:heading()` pseudo-classes. These should be [defined in HTML](https://html.spec.whatwg.org/#pseudo-classes) for how they apply in HTML. cc @keithamus
