What is the issue with the Notifications API Standard?
One of the potential reasons why one would still want to run script for declarative notification could be to play a special notification sound than the system default one. Currently one would have to ping window to play sound as service worker doesn't have audio access, so it could also reduce complexity for non-declarative notifications too.
