Missing Overall Copyright and License

I noticed this page
https://whosonfirst.org/docs/licenses/

Is missing two critical pieces of information:

1. Who or what is the legal entity that owns the copyright for the Who's on First data set and is therefore legally authorized to provide a license?
2. What license is the data provided under? I assume this to be https://creativecommons.org/licenses/by/ but I'm not sure which version?
