Add option to multiplex primers

This option should allow for combinations of classes to be simultaneously identified using multiplexed primers that differ by size. This might take the form of:

```bash
pdp multiplex <config> --size-diff <n>
```

Where `<n>` is the desired size differential between primers in the multiplex. The output should provide multiple options of primers and size orders.
