Shouldn't have page movers request db-afc-move

If the user doing an accept is a page mover, the script should just do a round-robin move rather than bothering an admin.

Likewise, if it's possible to use the `delete-redirect` functionality to move over a single-revision redirect rather then the script should do so, although that functionality is poorly supported by the API right now IIRC.
