Controller doesn't stop vibrating

Somehow, when using my XBox One controller on windows 10, it would vibrate for 1 ms and then immediately stop, no matter the time set.
But now, out of nothing, the exact opposite happens, and the controller simply keeps vibrating until I stop the program.
