Missing Cargo.lock

Running cargo fetch --locked with sources from the v0.16.4 release does not work:

$ cargo fetch --locked
warning: virtual workspace defaulting to `resolver = "1"` despite one or more workspace members being on edition 2021 which implies `resolver = "2"`

error: the lock file /build/minify-html/src/minify-html-0.16.4/Cargo.lock needs to be updated but --locked was passed to prevent this
If you want to try to generate the lock file without accessing the network, remove the --locked flag and use --offline instead.

Oops, there is actually no Cargo.lock in the repo... Can you add it for better reproducibility?

However, the last request to add a lock file when unanswered and was eventually closed by the author.
