chore(Git): ignore tags files

So I can easily test tags-related features with `ctags -R`.

Note that both Universal Ctags (installed with `brew install
universal-ctags`) and Exuberant Ctags (installed with `brew install
ctags`) should work (although they both compete to install the `ctags`
executable, so you should pick one). The former appears to be more
actively maintained and feature-rich, but I'm not a heavy tags user, so
none of this should really matter to me.
