Tangler doesn't work with Windows #10

It's not specifically implied that Tangler won't work with a windows machine.

/../vendor/drupal/admin_menu): The system cannot find the path specified. (code: 3)
With that said, PHP 5.3+ is supposed to have support for symlinks
5.3.0 This function is now available on Windows platforms (Vista, Server 2008 or greater).
