When creating a new page, the editor is in “PHP mode” by default. This means that when editing the new page directly, the syntax highlighting is incorrect, and when you save the page, the PHP tag (<?php) is added to the beginning of the content.

Only when you close the tab and reopen the page for editing will the editor be in TWIG mode.

Workaround

Add Page, click save, close tab, reopen page for editing.
