Create /remove-from-all-groups mod command

Same thing as /remove-from-group except it does all of them. Would probably be good to have some sort of confirmation message.

Otherwise, adding the ability to do comma separated group ids in /remove-from-group would be welcomed.

Side note: could be named something like /clear-groups :username: :requester:
