i18n(ja): add install-and-setup.mdx

以下の手順で install-and-setup.mdx の翻訳を追加しました。

1. b19bf51: i18n(ja): remove translations outdated by v6 changes #13357 で削除された install-and-setup.mdx を復元
2. fe56568: install-and-setup.mdx を最新の英語版の内容に追従して更新
3. 989c94f: install-and-setup.mdx の見出しへリンクを貼っている箇所を修正

fe56568 の変更差分を見ていただけると、古い版のドキュメントからの更新内容がわかりやすいかと思います。

	- package-lock.json または`yarn.lock`や`pnpm-lock.yaml`など
	- package.json
	- tsconfig.json

こちらの lint で 321L が落ちてしまっています。

ただ、こちらは package-lock.json の後ろにスペースを開けることで以下のように表示され、

半角スペースがないと以下のように表示されてしまいます。

英語の表示では、前者の方を意図しているのかなと思っています。

こちらどのように対応するのが良いでしょうか。
