arbitrary bottom tabs height value is returned from constantsSync #8137

What happened?
We have an issue with Android when using Navigation.constantsSync().bottomTabsHeight , it returns the wrong height on both iOS and Android, different value every launch.. Seems like a race condition from a glimpse
