Need help on guiding how to build WixToolset.WixBA in wix v4.

Hi dear all,

I tried to build the wixba locally:
https://github.com/wixtoolset/wix4/tree/develop/src/test/burn/WixToolset.WixBA
I've followed the instructions in https://github.com/wixtoolset/wix/tree/develop#readme.

    Start a VS2022 'Developer Command Prompt'
    Change directory to the root of the cloned repository
    Issue the command devbuild (or devbuild release if you want to create a release version)

Unfortunately, there were always failures, such as:

In order to use this metadata, either qualify it by specifying %(ResourceCompile.Culture), or ensure that all items in this list define a value for this metadata. I also tried to build the test directory, but there were also failures. For example:
