When installing over a previous version, TrueType fonts are missing from the system until reboot

Hello,

We have several TrueType fonts in the installer, and if the font files change (the version is raised), then when installing over the previous version (minor upgrade), the fonts do not appear in "C:\Windows\Fonts". After reboot the updated fonts appear, but the installer does not require a reboot. Is it a bug?

We are still using wix3.11.
