Repair shows no UI when msi is used in bundle

Using Version 4.0.2

I added a custom UI to my msi which is showing on Install and Repair (basically the UI is a copy of this https://github.com/wixtoolset/wix/blob/develop/src/ext/UI/test/WixToolsetTest.UI/TestData/InstallDir_SpecialDlg/Package.wxs)

When I bundle this msi it only shows the UI on Install but not on Repair.

Is there something I am missing or is this a bug?
