Create Desktop & Start Menu Shortcuts

I'm trying to create shortcuts for my app. I have the following. The registry entiry is created, but the shortcuts are not. What am I missing here?

I'm not a wix expert, but, after comparing to my own projects, perhaps the line
<Property Id="ARPPRODUCTICON" Value="controlPanelIcon" />
should be
<Property Id="ARPPRODUCTICON" Value="appIcon" />
