Unattended install failing "Failed to open PFX file"

Hi,

We are currently having an issue with an unattended/scripted install of our product, using the wixtoolset (version 3.10).

We are seeing the following error messages:

Action ended 23:52:17: InstallFiles. Return value 1.
MSI (s) (94:68) [23:52:17:674]: Invoking remote custom action. DLL: C:\Windows\Installer\MSI3EC.tmp, Entrypoint: InstallCertificates
Action start 23:52:17: InstallCertificates.
InstallCertificates: Error 0x80090010: Failed to open PFX file.
InstallCertificates: Error 0x80090010: Failed to get SHA1 hash of certificate.
InstallCertificates: Error 0x80090010: Failed to resolve certificate: TestCert
CustomAction InstallCertificates returned actual error code 1603 (note this may not be 100% accurate if translation happened inside sandbox)

However if the installer is run manually on the LocalAdmin account it installs fine.

Any clue or insight would be very much appreciated - I'm a bit out of my depth here, please let me know if you need more information.
