WiX Toolset 5.0.0-rc.1 file harvesting error

I have a repo that I am trying to reconfigure for the new built-in file harvesting.

Although this repo is affected by #8036, I am assuming that will not affect file harvesting.

The msi that it produces errors out with 2707 as soon as it is launched.

DEBUG: Error 2707:  Target paths not created.  No path exists for entry duRqGn3IhAevYM5LfkCDkCLIpBtw in Directory Table

The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. The error code is 2707. The arguments are: duRqGn3IhAevYM5LfkCDkCLIpBtw, , 

Looking at windows-installer-error-messages, I am not sure the note is related, I see an entry in the directory table for duRqGn3IhAevYM5LfkCDkCLIpBtw.

Anyone know how I can further troubleshoot this?
