Installer rolling back after latest security improvements in v 3.14.1

We are using InstallScope.perUser and InstallPrivileges.limited and everything worked just fine with v 3.14.0
After upgrading to v 3.14.1 the installer is rolling back and the product can't be installed, the only option now is to run it with admin rights
Is it expected to suddenly need admin rights starting with this version?
And if that's the case, how can we use InstallPrivileges.elevated and still keep InstallScope.perUser? (they seem to be incompatible)
