Accessing PropertyRef WIX_SUITE_TERMINAL

I am trying to block an MSI install from continuing if the OS is Terminal Services / Remote Desktop Services.

I have the following code in my Packages.wxs

<Wix xmlns="http://wixtoolset.org/schemas/v4/wxs"
	 xmlns:util="http://wixtoolset.org/schemas/v4/wxs/util">
	<Package Name="Test"
			 Manufacturer="TODO Manufacturer"
			 Version="1.0.0.0"

		<MajorUpgrade DowngradeErrorMessage="Downgrade Err Message" />
		<Feature Id="Main" />
		<util:QueryWindowsSuiteInfo />
		<PropertyRef Id="WIX_SUITE_TERMINAL" />
		<Launch Condition="WIX_SUITE_TERMINAL"
				Message="Terminal Services Detected: [WIX_SUITE_TERMINAL]" />
	</Package>
</Wix>

And my Test.wixproj looks like this,

When I run dotnet build I get this error,

When trying to build with wix on command line I get this error,

> wix extension add -g WixToolset.Util.wixext
> wix extension list

> wix build .\Test\Package.wxs -o Test.msi

I have exhausted searching Docs, Github and Stackoverflow and I can't work out what I need to do to add the WiX UI Extensions such that the property WIX_SUITE_TERMINAL is set for me.

I found this and added a project ref to
<PackageReference Include="WixToolset.Heat" Version="5.0.2" /> but still the build errors.

I followed this but I can't see an answer to my problem. Please help!

You don't need the PropertyRef. That's how it was done in WiX v3.
