Failed to write send message to pipe

Got the strange errors in logs:

[1E3C:1E40][2025-01-27T15:59:40]e000: Error 0x80070006: Failed to write send message to pipe.
[1E3C:1E40][2025-01-27T15:59:40]e000: Error 0x80070006: Failed to send BURN_ELEVATION_MESSAGE_TYPE_CLEAN_PACKAGE message to per-machine process.

In result the installation fails and as discussed in the issue the workaround is to install .NET 4.6.2(tried only if .net 4.6.1 and less version was installed). But found that this issue is reproduced across various OS versions and different .NET runtimes:

Does this mean that .NET 4.6.2 still needs to be installed, and that newer .NET versions are not backward compatible? Is there any workaround for this issue?
