Minor upgrade not installing or updating the files

I have file content sample.txt change with minor upgrade where UpgradeCode and ProductCode is same.
Project version 1.0.0 changed from 1.0.1 for minor upgrade

On version 1.0.1 msi new file sample2.txt is added and file sample.txt content is changed.

msiexec /i Project.msi REINSTALL=ALL REINSTALLMODE=vomus

However on upgrade sample.txt still is not changed and sample2.txt is not installed.
I am using to harvest the files in directory
