Upgrade Windows Service (Since Wix 3.11)

Question

I Understand that I'm asking about very old version. But Please help why does it happaned.

I had following code in Wix 3.11.
It worked as expected, when I introduced new upgrade. MSI Installer managed to stopping Windows Service (with prompt).
After Updating 3.14 and generated MSI. MSI Installer can't and ask do it manually.

You'll probably want to look in a verbose log file. That code is very, very old so I'd recommend looking at moving to a more modern version of WiX.
