include merge check that X and Y values are in international range

### Details

For FXY values in BUFR Tables B and D, the ranges of X>47 and Y>191 are reserved for local use.  So to avoid a future repeat of the incident noted in #208 and #267, would it be possible to include a CI check for any new Table B and Table D entry to verify that 0<=X<=47 and 0<=Y<=191 before that entry is merged into the master branch?
