New BUFR descriptors for surface measurement #274

Description

Introduction

Meteo-France is willing to create a new BUFR message for the land station of its own network and for stations that are collected for 3rd party. Some parameter are not described currently in Manual on Codes 1.2. Adding this descriptor would make possible to share internationally these sub hourly messages, which is a request in the framework of the E-SOH initiative. We don’t know whether or not the template could be interesting to be published too, but we would need at least the new descriptors and a modification on the tables of an existing descriptor.

We are wondering if the full template can be submitted too as a sequence, if it can be of interest, and we are happy to discuss it.

It is a template with the following specifications

  • allow to transmit qualified data
  • allow to transmit sub hourly data and integrated data over different time period in the same message. (i.e : rain accumulation over 1, 5, 6, 10 and 60 minutes at the round hour)
  • Take into account, road date, thermal indicators, phenomena occurrences
