Suspend/hibernate support

Power state transitioning was moved from upower into logind, which means no suspend/hibernate/poweroff in Plasma or SDDM.

This sucks.

We can either use logind with systemd-shim (eh), switch to another DE (shifting the buck), or clone logind (viable).
