Register pull/push action with to INDEXER_TASK_RUN event

I was wondering if it is possible to register the periodic pull to the event of INDEXER_TASKS_RUN.

So it does not slow down any of the standard connections with the wiki. At the same time one could also register a periodic push.
The nice thing is one can then also create a cron job that just periodically calls URL/lib/exe/taskrunner.php and gets cron jobs without local configured cron jobs.

Many thanks for your input! In principle that would be possible I guess. It has to be considered probable risk to interfere with the save request round trip in terms of running into concurrency conflicts. Without a deeper investigation I cannot judge, if this concern applies or not.

Please feel free to contribute a PR with some tested implementation from your end, if you would like.
