Congrats Message not being shown after completing all Quick Start tasks

Expected behavior

Congrats message should be shown after completing all the quick start tasks Details as implemented here - #16352

Steps to reproduce the behavior

• Login to a site with quick start in progress
• Complete all the tasks
• Notice that Congrats message notice is not being shown

Tested on [device], Android [version], WPAndroid [version]

Emulator(Pixel 5), Android 12

@AjeshRPai @thehenrybyrd I would like to work on this issue but just to clarify is there any design reference on how the congrats message should appear? Should it be a standard toast message?

@hmncube First of all, Thanks for volunteering to work on this issue. To clarify., this is a bug, not an implementation. The congrats message was added with this PR but due to some issue in the implementation, it's not working as expected. You could investigate and fix the issue. 👍🏼 . Sorry for the late reply.
The congrats message snack bar is not shown in some cases. But the exact scenario to reproduce this issue is not yet clear. Maybe try to complete the quick start in a different order.
