Remove `wp doctor` documentation from handbook

There's no reason for dedicated documentation of this command to be in the general WP-CLI handbook. It's not a well-maintained command and it's not even bundled.

This documentation should ideally be moved elsewhere (maybe the repo wiki?), or we reconsider this and add documentation for other commands as well.
