Pyvat handles postal codes since v1.0.2 (Spain regions)
Pyvat is capable of handling non-EU countries (see Egypt).
Make Pyvat handles VAT rates for regions of Canada using their postal codes.
First letter of the postal code indicates which region.
Explicit what happens for Canadians without postal code.
Then update Monies and update automated tests.

VAT rates in Canada regions to be confirmed by our accounting
The Canadian provinces can be mapped with postal codes.
Prefix is the first character of the postal code.
VAT rates are between 5%-15%.
British Columbia might be different since it has a provincial tax on top of national tax.
