Duplicate files in Windows .zip

There are 9 duplicate files in the Windows .zip... these might be due to case sensitivity?

• xt_CONNMARK.h
• xt_DSCP.h
• xt_MARK.h
• xt_RATEEST.h
• xt_TCPMSS.h
• ipt_ECN.h
• ipt_TTL.h
• ip6t_HL.h

When extracting, the files seem to be the same size.

The duplication is due to case sensitivity on Windows. This was also an issue on the older toolchain projects. IIRC, the WPILib installer hides any warnings that may show up when extracting these artifacts.
