Configure Build is missing a space to add env variables if they were missed at initial creation

When you first set up an agent requiring keys, such as [1], you have a space to do that on the initial screen[2]. But once you have agent added and build failing, you no longer have a location to add those in the Configure Build screen[3].

The "Environment Variables" section is missing in [3].
