Enable JDK 21 support for product-apim repository

Current Limitation

Need to provide support to build product-apim repository using jdk21. Currently it can be built using jdk11

Kernel repo now can be built using jdk21 (without tests) . Initial PR can be found in wso2/carbon-kernel#4444

I managed to build the product-apim all-in-one component without tests using jdk21. Also all-in-one pack is starting without errors.
