Previously, the policy list silently pre-filtered categories on load

based on API type (AI -> AI/Guardrails, REST -> Transformation/Security),
causing policies to appear missing without any visible indication to the
user. Removed the auto-default logic so the policy list starts with all
categories shown by default. Manual category filtering via the dropdown
remains fully functional.
