[Certification Service] Upgrade Endpoint for Paper Submission #61
Description
Enhance the existing endpoint that handles paper submission by users. The updated version should support additional logic related to new coin transcations or validations required after a user submits their paper.
- Call the appropriate endpoint in the Certification Admin Backend to trigger Coin rewards.
